I don't really submit to directories myself unless they are of utmost quality as they don't really deliver any SEO value, but they can give some traffic if they are good directories.

Most the time the directory main page maybe a PR3-4-5 but every single inner page doesn't have an ounce of PR on it, or is very low. Then combine that with the sheer number of out going links, and I just don't see them as viable as they once were.

Yes, but only for new sites that I want the SEs to index fast. SEs don't put much weight in the directory links but they do visit the sites that are linked.

I have always submitted to directories and always will. Even if it doesn't change your search engine ranking so much, back links to your site are always a good thing. The residual traffic created from directory listings is well worth the time invested.

I have added directory listings of my sites to my "one a day" list and I think I have seen some nice results through time.
